The Federal Communications Commission (FCC) announced the interim per-minute compensation rates for Video Relay Service (VRS) from the Interstate Telecommunications Relay Services (TRS) Fund for each form of TRS for the 2010-2011 Fund year. These rates are based, in part, on one of the options proposed by the National Exchange Carrier Association (NECA). The one-year interim rates for 2010-2011 will be:
The table below reflects current compensation rates, NECA-proposed rates, rates proposed by providers in the record, and the rates adopted as of July 1, 2010.
Table 1: FY 2009-2010 VRS Rates, and Proposed and Adopted FY 2010-2011 VRS Rates
| Current Rates | NECA-proposed Rates (based on 2009 costs) | Range of Rates Proposed by Providers | Rates Adopted July 1, 2010 | |
|---|---|---|---|---|
| Tier I | $6.70 | $5.78 | $5.78 to $6.98 | $6.24 |
| Tier II | $6.43 | $6.03 | $5.95 to $6.75 | $6.23 |
| Tier III | $6.24 | $3.90 | $4.61 to $5.95 | $5.07 |
The FCC considered your recent comments about the proposed compensation rates. The VRSCA remains optimistic that the level of service will continue to improve as the Americans with Disabilities Act (ADA) mandates.
Although the proposed rate is only for one-year, the VRSCA suggests you make every effort to contact the FCC if you have any comments, complaint or problems with any of your VRS service throughout the year, such as if you experience increased hold times to get connected or experience less than satisfactory service. This will help the FCC know the problems or issues you may have and will ensure that you continue to enjoy the best level of VRS service in the future. The FCC will further review VRS practices this coming year before deciding on the new rates for 2011 and thereafter.
Remember that, as a consumer, you have the right to current VRS information and to expect the best possible VRS service.
