FCC Issues FNPRM

On Dec. 15, 2011, the Federal Communications Commission (FCC) issued a Further Notice of Proposed Rulemaking (FNPRM) regarding the structure and practices of the Video Relay Service (VRS) program, which also directs Telecommunications Relay Services. Here are five questions we VRS consumers should consider:

1. Does the FNPRM advance the requirements of the Americans with Disabilities Act (ADA) for functional equivalence, nationwide access and innovation in developing new technologies?
2. Does the FNPRM give us, the consumers, choice in VRS providers, equipment and services? We have the right to choose the equipment and technologies that best serve us.
3. Does the FNPRM require improved standards for all calls? We want VRS equipment that gives us greater interoperability through improved standards for all calls, including point-to-point calls.
4. Does the FNPRM provide for outreach and education on current and new technologies - so we know how to use them personally and professionally?
5. Does the FNPRM ensure quality, innovation and improved services?

All consumers - you and I - have the right and the opportunity to have our opinions about VRS and VRS-related issues considered by the FCC.

To view specific comments relating to VRS, visit the FCC's website, http://fjallfoss.fcc.gov/ecfs/comment_search/input?z=byr2q. This site will ask for a "Proceeding Number." The two docket numbers that are VRS related are 03-123 and 10-51. Note that most VRS consumer issues will fall under docket number 10-51.
